This paper discusses the nature and impact of plant shutdowns and relocations, and assesses the various responses, other than those based on the National Labor Relations Act, that have either been attempted or proposed. The discussion is divided into three parts. Part 1 provides an overview of the causes and extent of job loss resulting from plant shutdowns or relocations. Part 2 briefly catalogues the impact on the employees and their community caused by the loss of employment. Finally, Part 3 considers attempted and proposed responses.
