Welfare reform captured the headlines during much of 1996 for many reasons, one of which was the expectation that welfare reform legislation ushered in a new era of increasing state authority over domestic governmental programs. The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 ended sixty years of federal entitlement for public assistance to qualified individuals and families in favor of a new block-grant program to be administered by the states. Whether this statute achieves the type of change in governmental relations anticipated when the statute was being developed remains to be seen.
