In this Note, Ricky D. Legg analyzed the United States Court of Appeals for the Fifth Circuit's decision in Collins v. Mnuchin, 908 F.3d 151 (5th Cir. 2018), finding the Federal Housing Finance Authority's structure to be unconstitutional because it impeded the President's ability to faithfully execute the law in violation of the separation of powers doctrine.
